1894년(고종 31년) 고종은 칙령을 통해 한글을 조선의 주류 공식 글자로 선포했다. 당시의 대한제국 칙령 제1호로, “법률 명령은 다 국문으로 본을 삼고, 한역을 부하며, 혹 국한문을 혼용함.”이라는, 한글 전용 대원칙에 관한 법령이 공포된 것이다. 이 법령이 바로 널리 시행되지는 못했지만 450년 만에 한글이 나라의 공식 글자로 인정받았다는 것에 커다란 의미가 있다.

Emperor Gojong Proclaims Hangeul as the National Script

In 1894 (the 31st year of King Gojong’s reign), Emperor Gojong issued a royal decree declaring Hangeul as the official script of Joseon. This was established under the Decree No. 1 issued by Gojong, which stated that “all legal orders shall be drafted in the national script, and a translation in classical Chinese may be included, or a mixture of both national and Chinese scripts may be used.” Although this decree was not widely implemented at the time, it was a significant moment in history, as it marked the formal recognition of Hangeul as the official national script of Korea after 450 years. This decree represented a critical step toward promoting the use of Hangeul in official matters and in everyday life.

高宗皇帝、ハングルを国の文字として宣布する

1894年(高宗31年)、高宗は勅令を通じてハングルを朝鮮の公式文字として宣布した。当時の大韓帝国勅令第1号として、「法律や命令はすべて国文(ハングル)を基本とし、漢訳を添えるか、あるいは国漢文(ハングルと漢字の混用)を混用する」という、ハングル専用の大原則に関する法令が公布されたのである。この法令がすぐに広く施行されることはなかったが、450年ぶりにハングルが国の公式文字として認められたという点において、非常に大きな意味がある。
