Who Bears the Heavy Responsibility for the Massive Floods in the Nepal Himalayas?

Professor Lee Sang-hoon's Environmental Story 150

Lee Sang-hoon, Former Professor at the University of Suwon

The melting of glaciers in the Himalayas, the highest mountain range on Earth, has caused catastrophic flood damage. As of September 9, the number of deaths reached 1,415, and the number of missing persons hit 5,651. The Himalayan glaciers melted because the earth has heated up due to increased greenhouse gas emissions. Now, no one can deny the climate crisis caused by global warming.

On September 2, 2026, MBC News reported an eye-catching segment regarding the Himalayan floods. Nepal's Foreign Minister, Shishir Khanal, emphasized that countries with high greenhouse gas emissions are responsible for the climate crisis, arguing that international assistance for Nepal's disaster should be compensation rather than aid.

"Looking at carbon emissions, large and industrialized countries such as China, the United States, and India have contributed the most to climate change. Nepal's contribution is close to zero. However, the harsh damage and costs resulting from it are being borne by the people of Nepal ... (omitted) ... Compensation is not a matter of their (major industrialized nations) contribution, but a matter of responsibility and duty.“

The Nepalese government has reportedly sent an official letter to the United Nations Framework Convention on Climate Change (UNFCCC) requesting compensation for the climate disaster. The estimated cost for this disaster recovery is as high as $5 billion (equivalent to 6.9 trillion Korean won), which amounts to 10% of Nepal's GDP. The Nepalese Foreign Minister explicitly singled out China, the United States, and India as the largest emitters of greenhouse gases responsible for Nepal's catastrophe. On what grounds did he do so?

Share of Greenhouse Gas Emissions by Country (2024)

Note: EU includes 28 member states.

Since China accounted for 29% of global greenhouse gas emissions in 2024, is China responsible for 29% of global warming? Isn't there something strange about this argument? The high greenhouse gas emissions of China and India are due to their large populations. In particular, India has a low economic level, so its per capita greenhouse gas emissions are only 1/6 of an American's.

Global warming is not caused by greenhouse gas emissions from any single year, but by greenhouse gases that have accumulated in the atmosphere over a long period. The climate crisis we are facing today is a disaster caused not by current emissions, but by the increase in the total cumulative amount of greenhouse gases emitted since the Industrial Revolution. It is reasonable to see that economically developed countries have emitted more greenhouse gases and therefore bear more responsibility.

From this perspective, Professor Jason Hickel, an economic anthropologist at the Autonomous University of Barcelona in Spain, published a paper in 2020 that calculated the responsibility for global warming in numbers to answer the question, "Who caused global warming?" (Refer to Kim Seung-sup, "A Too Hot Summer Experienced by Those Without Responsibility," SisaIN, 2026.8.18). Professor Hickel investigated the cumulative carbon emissions by country over 165 years, from 1850, when greenhouse gas emissions began to rise, to 2015. Based on cumulative carbon emissions, the responsibility for global warming ranks first for the United States (26%), second for the European Union (23%), and third for China (12%).

However, there is another flaw in this method of calculation. Upon careful thought, the issue arises of whether to calculate greenhouse gas emissions based on the place of production or the place of consumption of goods. Let's take an example. A significant portion of the clothing worn by people worldwide is made in Bangladesh. The owners of the garment factories in Bangladesh are companies headquartered in Sweden, Spain, Japan, and other countries. These companies export clothes made in Bangladesh to the European Union, the United States, South Korea, and the rest of the world. In that case, should the greenhouse gases emitted when making clothes in Bangladeshi garment factories be attributed to Bangladesh's responsibility?

Professor Hickel believed this should not be the case and introduced the concept of 'consumption-based emissions.' This is the argument that greenhouse gas emissions should be calculated as being emitted by the country that ultimately consumes the produced goods, rather than the country that produces them. However, since consumption-based data only exists after 1970, Professor Hickel adopted a dual method using territory-based emissions from 1850 to 1969 and consumption-based emissions from 1970 to 2015.

As a result of analyzing the responsibility for the climate crisis based on consumption-based emissions, the top priority for global warming responsibility is the United States (28%), followed by the European Union (25%) in second place, and China (11%) in third place. It can be seen that developed countries—which succeeded in early industrialization and accumulated vast wealth by exploiting poor countries during the era of imperialism—brought about today's climate crisis. From this perspective, readers are encouraged to examine the table below. Do you think Nepal should share the responsibility for global warming?

Comparison of National Production and Greenhouse Gas Emissions Across Countries (2024)

According to the findings investigated by the Global Carbon Project (GCP), an international research organization, Nepal's carbon emissions in 2024 account for about 0.05% of the global total. Nepal's cumulative carbon emissions since industrialization have been found to account for a mere 0.01% of the world's total. It can be seen that the developed countries' responsibility theory for global warming, as asserted by the Nepalese Foreign Minister, has a rational basis.

The Nepalese government demanded compensation, rather than humanitarian aid, for the massive flood damage caused by global warming. This can be viewed as a valid raising of the issue because the country with the least responsibility for global warming suffered the greatest damage. Moving forward, this issue is expected to become controversial in terms of environmental justice (Note: the argument that correcting the inequality where underdeveloped countries and low-income groups suffer greater environmental damage constitutes justice) and will likely become a major issue under international law as well.
