조림복원과 자연복원, 산불 피해지엔 뭐가 좋을까?

[우리문화신문=이상훈 전 수원대 교수]  산림청에서는 1996년 강원도 고성 산불과 2000년 동해안 산불의 피해지를 복원하는 과정에서 얻은 경험과 교훈을 바탕으로 ‘산불피해지 복원 지침’을 2010년에 제작하였다. 산불 피해지를 복원하는 방법에는 조림복원(인공 복원)과 자연복원(생태적 복원) 두 가지가 있다.

 

조림복원은 사람이 개입하여 계획적으로 나무를 심어 숲 기능을 빠르게 회복하는 방법을 말한다. 산주와 산림청에서 선호하는 방법으로서 목재 생산, 송이 생산 등 숲의 경제적 값어치를 중요시한다. 조림복원은 초기 투입 비용이 많이 들고 토사 유출 위험이 있으며 생물다양성을 저하시킨다는 단점이 있다.

 

자연복원은 사람의 개입을 최소화하고 산이 스스로 회복하도록 내버려 두는 방법이다. 자연복원의 장점은 대규모로 나무를 심지 않기 때문에 초기 투입 비용이 적게 든다는 점이다. 그밖에도 땅을 갈아엎지 않기 때문에 토양보호 측면에서 유리하며, 생물다양성 유지, 산불과 병충해에 대한 강한 저항성 등이 장점으로 지적된다. 단점으로서는 목재생산과 경제성에서 불리하다는 점이다.

 

2025년 3월 22일 경상북도 의성에서 성묘객의 실화로 시작된 산불은 안동, 청송, 영양, 영덕까지 번지며 7일 동안 약 10만ha(대한민국 면적의 약 1%)를 태웠다. 산림청은 의성 산불이 진화된 뒤인 2025년 6월 현장 토론회에서 피해 양상과 생태 조건을 고려해서 조림복원과 자연복원을 병행하기로 결정하였다.

 

구체적으로 경상북도에서는 산림의 상태에 따라 전체 피해지의 약 84%는 자연복원을 추진하고, 토양 유실 우려가 있거나 생활권 주변 등 신속한 복구가 필요한 나머지 16% 지역은 나무를 직접 심는 조림복원을 실시한다는 이원화 방침을 선택하였다.

 

2026년 5월 현재 산림청에서는 본격적인 봄철 조림복원을 시작하여 227ha에 자작나무와 산벚나무 등을 심었다. 가을에는 추가로 188ha에 조림을 할 계획이다. 올해에 의성군에서 조림복원에 투입하는 총사업비는 약 53억 원이다.

 

의성군에 있는 천년 고찰 고운사는 산불로 인해 건물 45동 가운데 26동, 사찰림 249ha의 97.6%가 피해를 보았다. 고운사 주지 등운 스님은 2025년 8월 한국 불교계 처음으로 사찰림 자연 복원을 공식 선언했다. 등운 스님의 주장을 들어보자.

 

“산불이 지나고 며칠 뒤 산을 올라보니 땅에서 싹이 올라오고 있었습니다. 불교에는 무상(無常)의 개념이 있는데 모든 것은 고정된 상태에 머물지 않고 생멸 변화한다는 것이죠. 자연에 맡겨야 환경에 가장 적합한 식생들로 사찰림을 복원할 수 있습니다. 소나무가 많았지만 냉대 기후 대표적인 수종이고 우리나라는 아열대가 진행 중이니 자연스럽게 변해야죠.”

 

2026년 5월 22일은 유엔이 지정한 ‘국제 생물 다양성의 날’이다. 이 날 안동환경운동연합, 불교환경연대, 그린피스, 생명 다양성재단 등 환경단체와 이규송 강원대 교수 연구팀이 공개한 <고운사 사찰림 자연복원 결과 보고서>에 따르면 사찰림 피해지의 77%에서 자연복원이 활발히 진행되고 있는 것으로 나타났다.

 

사람이 손대지 않고 자연에 맡겨두니 숲의 조성이 달라지고 있었다. 산불 직전 사찰림의 84%가 숲가꾸기 사업으로 인공 식재한 소나무가 우점종(일정한 범위 안의 생물 무리 가운데서 가장 수가 많거나 넓은 면적을 차지하는 생물의 종류)이었는데, 소나무는 불에 잘 타는 특성으로 수관화(樹冠火: 불길이 숲과 나무 상층부로 번지는 현상)에 취약하였다. 사찰림 피해의 50%가 수관화로 인한 피해였다.

 

산불이 난 뒤 1년이 지나 고운사 사찰림을 조사한 결과 소나무의 비중은 기존 58.5%에서 0.58%로 100분의 1로 줄어들었다. 침엽수인 소나무가 차지했던 자리에서 활엽수인 신갈나무, 굴참나무 등의 참나무류가 자라기 시작했다. 다양한 곤충과 동물들도 발견되었다. 고운사 사찰림은 산불에 강한 숲으로 거듭나고 있었다.

 

고운사 사찰림 연구를 수행한 강원대 이규송 교수는 “산불 대응을 명분으로 인위적으로 개입하는 것은 자연복원의 회복탄력성을 약화할 수 있다. 산불 직후 진단을 통해 자연복원 가능성이 확인된 지역이라면 인위적 개입보다 자연의 회복력에 맡기는 것이 더 합리적이라는 사실을 1년의 데이터가 보여 준다”라고 평가했다.

 

 

그린피스 서울사무소에서 생물다양성을 연구하는 최태영 활동가는 이렇게 말했다. “고운사 사찰림 자연복원의 결과는 나라 밖 학계에서 나온 결론과도 일치한다. 나라 밖 많은 연구들이 자연복원이 비용을 덜 쓰면서도 효과적이라고 말하고 있다.”

 

2020년 산림통계에 의하면 우리나라 산림의 약 37%가 소나무, 잣나무, 낙엽송 등 침엽수이다. 신갈나무 상수리나무 등 참나무류가 대표적인 활엽수인데, 우리나라의 활엽수림은 약 32%에 달한다. 나머지 31%는 침엽수와 활엽수가 섞여 있는 숲이다.

 

우리나라 산림에는 어떤 나무가 좋을까? 목재시장에서는 곧고 빠르게 자라는 침엽수를 선호한다. 산림 소유주 역시 단기간에 수익이 나는 침엽수를 선호한다. 그러나 환경단체에서는 환경보호와 산불 예방을 위해서는 침엽수림을 줄이고 활엽수림을 확대하는 것이 좋다고 본다.

 

기후위기를 대처하기 위해서는 어떤 나무가 좋을까? 국립산림과학원의 연구 결과에 따르면 활엽수는 잎이 넓고 얇아 더 많을 빛을 받아들이며 광합성 활동이 왕성해서 이산화탄소를 흡수하는 능력이 침엽수보다 우수하다.

 

그러므로 산불 피해 감소와 기후 위기 대처 측면에서 보면 침엽수림보다 활엽수림이 더 바람직하다고 볼 수 있다. 산불이 난 뒤에 단기적 경제성을 우선시하는 인공조림보다는 자연 스스로 산림을 회복하도록 놔두는 자연복원이 장기적으로는 현명한 선택일 것을 생각된다.

Artificial Restoration vs. Natural Restoration: Which is Better for Forest Fire Affected Areas?

Based on the experience and lessons learned from restoring areas affected by the 1996 Goseong forest fire and the 2000 East Coast forest fire in Gangwon-do, the Korea Forest Service established the 'Forest Fire Damage Area Restoration Guidelines' in 2010. here are two methods to restore forest fire damage areas: artificial restoration (reforestation) and natural restoration (ecological restoration)

 

Artificial restoration refers to a method where humans intervene to deliberately plant trees to quickly recover forest functions. This is the method preferred by forest owners and the Korea Forest Service, as it emphasizes the economic value of the forest, such as timber and pine mushroom production. However, artificial restoration has disadvantages, including high initial costs, the risk of soil erosion, and a reduction in biodiversity

 

Natural restoration is a method that minimizes human intervention and lets the mountain recover on its own. The advantage of natural restoration is that initial costs are low since large-scale tree planting is not required. Furthermore, because the soil is not plowed up, it is advantageous in terms of soil protection, maintaining biodiversity, and showing strong resistance to forest fires and pests. On the downside, it is disadvantageous in terms of timber production and economic efficiency.

 

On March 22, 2025, a forest fire started by a tomb visitor’s accidental ignition in Uiseong, Gyeongsangbuk-do, spread to Andong, Cheongsong, Yeongyang, and Yeongdeok, burning about 100,000 hectares (approximately 1% of South Korea's total area) over 7 days. In June 2025, after the Uiseong forest fire was extinguished, the Korea Forest Service held an on-site debate and decided to combine artificial and natural restoration by considering the damage patterns and ecological conditions

 

Specifically, Gyeongsangbuk-do opted for a dual-track policy based on the forest conditions: pursuing natural restoration for about 84% of the total damaged area, and implementing artificial restoration by directly planting trees in the remaining 16% of the area where soil erosion is a concern or where rapid recovery is required near residential zones.

 

As of May 2026, the Korea Forest Service has begun full-scale spring artificial restoration, planting birch and wild cherry trees across 227 hectares. In the autumn, they plan to conduct additional reforestation on another 188 hectares. The total project cost invested by Uiseong-gun for artificial restoration this year is approximately 5.3 billion won

 

Gounsa, a thousand-year-old ancient temple located in Uiseong-gun, suffered damage to 26 out of its 45 buildings and 97.6% of its 249-hectare temple forest due to the forest fire. In August 2025, Venerable Deungun, the chief monk of Gounsa, officially declared the natural restoration of the temple forest, marking a first in the Korean Buddhist community (p. 1). Let’s listen to Venerable Deungun’s argument.

 

"A few days after the forest fire passed, I climbed the mountain and saw sprouts rising from the ground (p. 1). In Buddhism, there is the concept of impermanence (Musang), which means that everything does not stay in a fixed state but undergoes birth, death, and change. We must leave it to nature so that the temple forest can restore itself with vegetation most suitable for the environment. While pine trees used to be abundant, they are a representative species of cold climates, and as our country is progressively becoming subtropical, it is only natural for the forest to change accordingly.

 

May 22, 2026, is the 'International Day for Biological Diversity' designated by the United Nations. According to the released on this day by environmental groups—including the Andong Federation for Environmental Movements, the Buddhist Environmental Solidarity, Greenpeace, and the Biodiversity Foundation—and a research team led by Professor Lee Gyu-song of Kangwon National University, natural restoration was found to be actively underway in 77% of the damaged temple forest areas.

 

Leaving it to nature without human intervention changed the composition of the forest. Right before the forest fire, 84% of the temple forest was dominated by pine trees artificially planted through forest-tending projects. (A dominant species, or ujeomjong, refers to the type of organism that accounts for the largest number or occupies the widest area within a certain range of a biological community. Pine trees are highly vulnerable to crown fires (火: a phenomenon where fire spreads to the canopy and upper parts of trees) due to their flammable nature. In fact, 50% of the damage to the temple forest was caused by crown fires.

 

An investigation of Gounsa temple forest one year after the fire revealed that the proportion of pine trees plummeted to 1/100 of its original state, dropping from 58.5% to 0.58%. In the space previously occupied by coniferous pine trees, broad-leaved oak trees—such as Mongolian oaks (Singalnamu) and oriental white oaks (Gulchamnamu)—began to grow. Various insects and animals were also discovered. The Gounsa temple forest was transforming into a forest strong against fires.

 

Professor Lee Gyu-song of Kangwon National University, who conducted the study on the Gounsa temple forest, evaluated, "Artificially intervening under the pretext of forest fire response can weaken the resilience of natural restoration. One year of data shows that if an area is confirmed capable of natural restoration through a post-fire diagnosis, it is more rational to leave it to nature's power of recovery rather than artificial interventio.

 

 

Choi Tae-young, a biodiversity campaigner at Greenpeace Seoul Office, stated, "The results of the natural restoration of Gounsa temple forest align with the conclusions reached by international academia. Many overseas studies demonstrate that natural restoration is both effective and less costly.

 

According to 2020 forestry statistics, about 37% of South Korea's forests consist of conifers like pine, pine nut, and larch trees. Broad-leaved trees are represented by oak species like Mongolian oaks and sawtooth oaks (Sangsurinamu), making up about 32% of the country's forests. The remaining 31% consists of mixed forests where conifers and broad-leaved trees grow together.

 

Which trees are better for Korean forests? The timber market prefers conifers because they grow straight and fast. Forest owners also prefer conifers as they yield profits in a short period. However, environmental organizations believe it is better to reduce conifer forests and expand broad-leaved forests for environmental protection and forest fire prevention.

 

Which trees are better for tackling the climate crisis? According to research by the National Institute of Forest Science, broad-leaved trees have wide, thin leaves that capture more light, leading to vigorous photosynthetic activity and a superior ability to absorb carbon dioxide compared to conifers. Therefore, in terms of reducing forest fire damage and addressing the climate crisis, broad-leaved forests can be viewed as more desirable than conifer forests.

 

Rather than artificial reforestation that prioritizes short-term economic efficiency after a forest fire, letting the forest recover through nature itself is considered a wiser choice in the long run.

造林復元と自然復元、山火事の被害地にはどちらが良いか?

山林庁では、1996年の江原道(カンウォンド)高城(コソン)の山火事と、2000年の東海岸の山火事の被害地を復元する過程で得た経験と教訓をもとに、「山火事被害地復元指針」を2010年に作成した。山火事の被害地を復元する方法には、造林復元(人工復元)と自然復元(生態的復元)の2種類がある。

 

造林復元とは、人が介入して計画的に木を植え、森林の機能を速やかに回復させる方法をいう 。山主や山林庁が好む方法であり、木材生産やマツタケ生産など、森林の経済的価値を重視する。造林復元は初期投資費用が多くかかり、土砂流出の危険性があるほか、生物多様性を低下させるというデメリットがある。

 

自然復元は、人の介入を最小限に抑え、山が自ら回復するように放置する方法である (조림복원과 자연복원... p. 1)。自然復元のメリットは、大規模に木を植えないため、初期投資費用が少なく済む点である。そのほかにも、土地を耕さないため土壌保護の側面で有利であり、生物多様性の維持、山火事や病虫害に対する強い抵抗力などがメリットとして指摘されている。デメリットとしては、木材生産と経済性の面で不利な点である。

 

2025年3月22日、慶尚北道(キョンサンプクト)義城(ウィソン)で墓参り客の失火から始まった山火事は、安東(アンドン)、青松(チョンソン)、英陽(ヨンヤン)、盈徳(ヨンドク)まで広がり、7日間にわたって約10万ヘクタール(大韓民国面積の約1%)を焼き尽くした 。山林庁は、義城の山火事が鎮火した後の2025年6月の現地討論会で、被害の様相と生態条件を考慮し、造林復元と自然復元を並行することを決定した。

 

具体的に慶尚北道では、森林の状態に応じて、全被害地の約84%は自然復元を推進し、土壌流失の懸念がある場所や生活圏の周辺など、迅速な復旧が必要な残りの16%の地域は、木を直接植える造林復元を実施するという二元化方針を選択した。

 

2026年5月現在、山林庁では本格的な春季の造林復元を開始し、227ヘクタールにシラカバやヤマザクラなどを植えた。秋には追加で188ヘクタールに造林を行う計画である (조림복원과 자연복원... p. 1)。今年、義城郡が造林復元に投入する総事業費は約53億ウォンである。

 

義城郡にある千年の古刹・孤雲寺(コウンサ)は、山火事によって建物45棟のうち26棟、寺刹林(寺有林)249ヘクタールの97.6%が被害を受けた。孤雲寺の住職である登雲(ドゥンウン)スニム(僧侶)は、2025年8月に韓国の仏教界で初めて、寺刹林の自然復元を公式に宣言した 。登雲スニムの主張を聞いてみよう。

 

「山火事が去った数日後、山に登ってみると、地面から芽が出てきていました (조림복원과 자연복원... p. 1)。仏教には無常(むじょう)の概念があり、すべてのものは固定された状態に留まらず、生滅変化するというものです。自然に任せてこそ、環境に最も適した植生で寺刹林を復元することができます。これまでは松が多かったのですが、松は冷帯気候の代表的な樹種であり、我が国は亜熱帯化が進んでいるため、自然に変わっていくべきです。」

 

2026年5月22日は、国連が指定した「国際生物多様性の日」であるこの日、安東環境運動連合、仏教環境連帯、グリーンピース、生命多様性財団などの環境団体と、江原(カンウォン)大学の李奎松(イ・ギュソン)教授の研究チームが公開した『孤雲寺・寺刹林自然復元結果報告書』によると、寺刹林の被害地の77%で自然復元が活発に進んでいることが明らかになった。

 

人が手を加えず自然に任せておいたところ、森林の組成が変わりつつあった (조림복원과 자연복원... p. 2)。山火事の直前、寺刹林の84%は、森林育成事業によって人工的に植栽された松が優占種(一定の範囲内の生物の集まりの中で、最も数が多かったり、広い面積を占めていたりする生物の種類)であったが、松は燃えやすい特性から、樹冠火(じゅかんか:火の手が森林や樹木の上層部へと燃え広がる現象)に脆弱であった。寺刹林の被害の50%が樹冠火によるものであった。

 

山火事が発生してから1年が経過した孤雲寺の寺刹林を調査した結果、松の比重は従来の58.5%から0.58%へと100分の1に激減した。針葉樹である松が占めていた場所に、広葉樹であるミズナラやクヌギなどのオーク類(ナラ・クヌギ類)が育ち始めた。多様な昆虫や動物も発見された。孤雲寺の寺刹林は、山火事に強い森へと生まれ変わりつつあった。

 

孤雲寺の寺刹林の研究を行った江原大学の李奎松教授は、「山火事対応を名目に人為的に介入することは、自然復元の回復弾力性(レジリエンス)を弱める可能性がある。山火事直後の診断を通じて自然復元の可能性が確認された地域であれば、人為的な介入よりも自然の回復力に任せる方がより合理的であるという事実を、1年のデータが示している」と評価した。

 

 

グリーンピース・ソウル事務所で生物多様性を研究するチェ・テヨン活動家は、次のように述べた。「孤雲寺の寺刹林における自然復元の結果は、海外の学界から出されている結論とも一致する。海外の多くの研究が、自然復元はコストを抑えながらも効果的であると示している 。」

 

2020年の山林統計によると、我が国の森林の約37%がアカマツ、チョウセンゴヨウ、カラマツなどの針葉樹である。ミズナラやクヌギなどのオーク類が代表的な広葉樹であり、我が国の広葉樹林は約32%に達する。残りの31%は、針葉樹と広葉樹が混ざり合っている混交林である 。

 

我が国の森林にはどのような木が良いのだろうか? 木材市場では、まっすぐ速く育つ針葉樹が好まれる。山林の所有者も同様に、短期間で収益が出る針葉樹を好む。しかし環境団体では、環境保護と山火事予防のためには針葉樹林を減らし、広葉樹林を拡大する方が良いと考えている。

 

気候危機に対処するためには、どのような木が良いのだろうか? 国立山林科学院の研究結果によると、広葉樹は葉が広く薄いため、より多くの光を取り込んで光合成活動が旺盛であり、二酸化炭素を吸収する能力が針葉樹よりも優れている。したがって、山火事被害の減少と気候危機への対処の側面から見ると、針葉樹林よりも広葉樹林の方がより望ましいと言える。

 

山火事の後に、短期的な経済性を優先する人工造林を行うよりも、自然が自ら森林を回復するように見守る自然復元の方が、長期的には賢明な選択であると考えられる。
